[labnetwork] How do you charge SBIRs?

I would like to thank those who have provided input.

To summarize for the benefit of the group:
-Four labs charge SBIRs the corporate (for profit) rate
-One lab offers rates that are slightly lower than the full corporate rate
-One lab charges SBIRs the internal rate.
