[labnetwork] PCW Process Chilled Water Service support

Patrick,

good morning.  Here at the UofMichigan, we have two PCW systems, supporting
separate areas of our cleanroom facility, as well as surrounding ancillary
labs.  Our UofM plant facilities group maintains all of the associated
hardware, except for the polishing tanks, and their filters.  However,
since these two systems are extremely critical to our labs operation, on
occasion we have had to use the "carrot and/or stick" method to keep them
operational.
